Default transplanting 2 year old pinot noir grapes and riesling grapes?

When is the best time to transplant, out of the ground, 2 year old pinot grapes vines and riesling? They are leafing out now and I'd hate to loose them. I heard fall is best but I don't know if the owner will wait that long for their backyard. (they just bought a new house with these in the back) In Hillsboro, Oregon
